You Can Get a Great Guitar Cheap
If you're a guitar player, you have probably noticed how reasonably priced many guitars are today. If you are an up-and-coming guitarist who wants to get some gear, you might be lucky. There never has been a greater time to purchase an entry-level guitar.
For example, you can buy a replica of a Fender Strat for approximately $150 or under. It is called the Fender Squier, and it is a pretty good electric guitar. The exact same thing goes for a Gibson Les Paul. You can buy a replica put together by Gibson under the Epiphone brand for less than $200. That's incredible, and it's not a pile of junk -- it's a fantastic guitar, especially for a beginner. Epiphone also makes a Gibson SG imitator for under $300.
Whenever you imagine the many thousands of dollars it will cost to get the name brand, these guitars are splendid for the pocketbook. It provides you with the possibility to live with them for a period before you make the large expenditure in the true thing. How can they do it, though?
They take a few short cuts that you maybe won't see, and they are using some less expensive lumber containing some excellent qualities, namely, strength and resonance. Save you are a really skilled player or already have one of the costly models, you most likely won't even discern any differentiation in the feel or the sound.
One of the short cuts the makers take is to bolt the neck onto the body rather than running it through the body. You almost certainly won't care about that as soon as you play the guitar. It won't change the way it plays, and even if it affects the tone some, odds are that you will not notice.
Another way the manufacturers decrease price is to use agathis for the body. Agathis is a sturdy wood that has great resonance. It costs the makers less to use it, and you turn out the champion with an excellent electric guitar that has an excellent sound. If you need a first-rate wood, you pick up the tab for it. If you'd like a good guitar at a good price, you pay for agathis.
Guitar makers can also lower your expenses by making guitars in places outside of the USA. Guitars made in the states are likely to be very pricey, but those made in Mexico, China and some other countries, are less cost prohibitive for musicians who have not established that top paying gig, yet.

Answer:
Guitars are brought across the borders every day. And since you bring it with you both ways you should not have any problems what so ever with customs.
That said - air travel and the luggage handling is the kiss of death for many guitars (electric or acoustic). It is highly unlikely that you will be allowed to bring a full size guitar on board (even if it's in a soft bag). And when you see how luggage is being handled, you will soon realize that there is a huge risk you'll end up with a "used to be a guitar" thing.
Pros travel either with very expensive and solid flight cases (heavy and costly to send) or even buy an extra seat for their instrument (you figure out the cost for yourself), or they do the most sensible thing - hire an instrument when ever possible.
Another option as a guitar player is to get a travel guitar. These are small enough to go in the overhead compartment on board. Just don't bring any other handheld luggage, or you'll be out of luck...
Edit: And yes, I'm one of those "experts" who lives outside the US and have traveled across borders on plains many times with guitars. The customs have never been a problem - the travel itself has.
So unless you absolutely need a guitar with you - I advise you to leave it at home.
If you bring it, it is indeed a good idea to have a customs clearance form filled out, just in case.
